Legislative counsel named new state associate superintendent

SALT LAKE CITY – State Superintendent of Public Instruction Brad C. Smith today named Angela Oakes Stallings as Associate Superintendent of Policy and Communication at the Utah State Office of Education. Stallings has worked as associate general counsel in the Office of Legislative Research and General Counsel for the past 10 years.

As associate superintendent, Stallings will be responsible for policy review, rule writing and public relations. She has extensive experience drafting legislation and providing general policy advice to legislators.

“Angie brings a wealth of experience and is perhaps the single most knowledgeable person about education policy in Utah,” Smith said. “For the past decade or so, she has written almost every education statute. The level of sophistication, experience and insight she brings is a quantum leap. Angie has a proven track record as well as the skills needed to bring excellence to the State Office of Education.”

Stallings will begin her work at the Utah State Office of Education on March 25.

“I am honored and very excited to join the State Office of Education to assist the State Board of Education and Superintendent Smith in their work. This is a great time to be a part of the public education system, and I hope to be able to bring what I’ve learned at the Legislature to benefit the school students of Utah,” Stallings said.

Prior to her work as associate general counsel, Stallings worked as an attorney and a law clerk in both public and private practice. She holds a juris doctorate from the University of Utah and a bachelor’s in political science from Utah State University.
